I have been having this issue for about 5-8 weeks now and can't figure it out and have even gone as far as doing 2 factory resets at this point and still no luck. At first I thought it was one specific app but then noticed it's random with other apps when the screen has been for for what I can tell, more than 10 minutes then it seems to be almost guaranteed.

The issue is when my screen is off (or using Always On Display, which I thought it was specifically this at first) but notifications for the "Blizzard Battle.net Authenticator" don't come through yet they used too. Sometimes they come through if I wait long enough but it's well after the request to login has timed out. I used to just hear it and able to accept it from my Gear S3 but now the notifications don't come through until I turn on the display (pressing to go to lock screen or unlocking with my fingerprint). It will work fine on other attempts within a few minutes of having turned on the screen but after that 5-10 minutes it's a guarantee the notification won't come through again. I thought this was the app with the issue but I get this randomly with text messages (using Samsung's stock "Messages" app) as well as "Gmail" won't always notify me of emails in my inbox and I noticed this after checking my email from my computer and noticing upwards of 1 hour an email has been in my inbox with no notification on my phone until I turn on the screen.

This is extremely annoying and I tried disabling AoD, still happens. Tried on both WiFi and cellular data, still happens. I tried a factory reset (twice at this point) and still happens. I have enabled all notifications through AoD settings and the System Settings->Apps and the System Settings->Notifications and the apps in-app settings) and nothing I do fixes this. Since it has happened (confirmed with 3 completely unrelated apps) and on fresh resets of the phone I can only think it was one of the previous updates Samsung put out that broke notifications when the screen has been off for 5-10 minutes. Also, no DND is NOT enabled as I have checked this several times as well. All my settings have been triple checked and everything should work but these 3 specific apps so far don't work correctly. All Samsung (and other apps) are up to date. I've barely installed anything this time around since I have no idea if I will need to do it again so have stuck bare bones with just a few basics after confirming a clean reset still doesn't help. I also did NOT restor

You're doing all the wrong things. It also doesn't have anything to do with AOD or Samsung Update.
Those 3 apps you're missing notifications from are being put to sleep by battery optimizations, that's why you don't get any notifications from them after screen turns off. Go to Settings-Battery and turn off battery optimization for those apps.

Ok I'll give that a try but I've never had to adjust that before and default settings always allowed them to work correctly (and the "Put unused apps to sleep" option is set at 3 days). Seemed weird and wouldn't have thought about the battery settings since it never affected them before. Thanks for the reply, I'll give that a shot and go from there but checking the settings now, "Messages" isn't under the "optimize" and isn't even allowed to be toggled to be optimized. As for the other 2, I've disabled and will see how it works out but hope text messages will correct itself since it's not able to be optimized even if I wanted too.

Also realized I should have mentioned the Microsoft Authenticator app is set the same under battery optimization as the Blizzard one was (prior to changing it after reading your above suggestion) and was still working fine but I'll see how this goes at least for the Blizzard one and the Gmail app. Hangouts also has always worked fine too for pushing notifications without issue just to name another.

Well just tried again with the Blizzard Authenticator after making the adjustments and then opening the app to take it out of sleep mode, still happens after letting the screen sit off for 30 minutes. Not a battery optimization issue either. This has to be an issue that popped up with one of the updates pushed by Samsung (July 1 security patch update I am thinking). Thanks for the suggestion at something I missed trying but appears this didn't help out much either.

Hey @NightHawk,
It is hard to diagnose the issue without physically inspecting your device. Please take it in to you nearest Samsung Service Center to fix the issue.

It's not a device/hardware issue that can be fixed by taking it into a service center, it's an issue with the software put out by Samsung recently that broke it. I have tried factory resets, it's only those mentioned apps above that have issues (and they aren't related apps either and I've played extensively with the above suggestion about the battery optimization and it's not that either. Something broke 2 updates ago (in July if I recall once the June security patch actually arrived here on our Canadian Note 8's).

Hopefully Samsung will resolve this soon.

Add the Microsoft Authenticator app to this list as well of apps not pushing notifications even though settings for battery have been set to "not optimize" and not put to sleep. These apps are also set to be allowed to run in the background. This is getting ridiculous Samsung, fix this!

Hello @BloodWolfe. I am having the same issue!

Did you ever figure this out? If so, what did you see? WHAT DID YOU SEE? 😛
