Are you talking about writing on Samsung keyboard or in Samsung Note?

In Samsung keyboard, you can add your language and do handwriting to text.

Settings → General Management→ language and input→ On-screen keyboard→ Samsung keyboard→ Language and types→ Manage input language

Scroll down and download your language

Once it is done, have your keyboard show, click 3 dots on the right, choose handwriting if your language is supported.
