let me tell you, 6 quick access toggles turning into 5 when the menu is full is REAL CONFUSING for muscle memory. 

Samsung what were you thinking

if I'm in my notification pane and I want to turn on the flashlight, so I pull down to access all my toggles to bring the flashlight closer to middle screen, it should not end up in a DIFFERENT ROW

And suddenly I'm toggling screen rotation instead..

either commit to 5, or commit to 6. these buttons shouldn't shift rows as I'm using the user interface

Easily some of the worst UX design I've ever seen

Mine go from 6 down to 4 per row when expanded loll

Well, yeah when you drag the QS Panel down. Mine goes from 6 to 5, but they aren't randomly rearranging themselves.

Pretty simple to figure out how to place them, so that the ones you always want to see (6) are always the same & available on a Swipe Up, using Nova Launcher.

They don't rearrange per se, but obviously to go from 6 to 4.. It throws part of the first row down to the next one which changes the order you're used to

Yeah, the Grid I'm using goes from 6 to 5, but for the person who wants to have the torch (or whatever it was) in the same place every time, they just have to take into account the shift, and it always shifts exactly the same.

first of all, I never said they shift *randomly*.

What I said is true: they shift positions when you expand the menu.
#5 shifts to the left
#6 shifts to another row.

This means that the button you were trying to hit before is now in a different spot, when you expand. That is bad UX design.

Even if I make the torch #3, it still shifts over to the left when the menu expands, because a row of 6 becomes a row of 5.
The icons are now in different spots horizontally. #3 is in the centre of the row, at 50%, instead of its previous location at 40%

This menu did not used to behave like this

The first 5 QS Tiles / Toggles remain the first 5, whether the QS Tiles are expanded or not. 

I don't see any issues with this. 

It's like this on Custom Roms as well, the only difference is that you could have 7 or 8 QS Toggles.

I honestly don't know how else to explain to you that shifting the physical locations of buttons on the screen during UX interaction is bad design.

If you don't mind it, that's wonderful, I'm incredibly glad for you. Please remove your voice from this discussion, since it obviously doesn't concern you.
