Why Galaxy s9 ,s9 plus and note 9 can't receve one ui 3.1 and android 11

The Galaxy S9 series shipped with Android 8 Oreo & was scheduled to be updated to Android 10 One UI V2.5.

Samsung has extended the number of Android version updates, but I don't think that it includes the S9 series.

Technically, there's no Hardware reason why the S9 series can't run One UI V3.1, it's just an arbitrary decision made by Samsung.

But in the list of the device will receive one ui3, Galaxy s9 was included .

It was only announced and confirmed that S10 series and later would have 3 years OS upgrades. Not S9.

Yeah I couldn't remember if it was.

I looked at the Notice on Samsung Members app & from the screen shot, the S9 isn't included?

Yes it was included in this list for a long time till Samsung finally fixed their mistake

Yes Samsung did the same thing with the S7, telling people that they would get a non existent update... 🙄
