Galaxy SIF.. Canada gets the Beta, you'll see a Registration Invite Banner on the Samsung Members app. You will need to Register for participate in the Betas, and there's a limited number of accepted registrations available.
The Beta is out in the US, Germany & South Korea NOW.
- If, Canada gets the Beta.

Galaxy SThere's 195 countries on the planet, and only 7 countries participate in the Betas.
Samsung gets the information it wants from the US, which has roughly 10 times the population.
A few years ago, one of Samsung's Community Managers, @Steve01 explained that Samsung Canada's Support, is NOT equipped to help people who may have issues with Betas.
I would have to agree with @Steve01.
If anyone REALLY wants to run the Betas, you can Flash the US Betas manually on your Canadian device.

Galaxy S@theonecid posted a screen shot of a Canadian build, but while it is possible that Samsung may release it, so far it looks like it will be the same 7 countries as always.
You can always Flash the US Beta on your Canadian device. You need to know what you're doing, as it's not a straight Flash & you need to use Patched Odin to do it. So theoretically if you flash the absolute wrong Firmware, Patched Odin may let it Flash & then you have another problem.
BUT, it's extremely difficult to actually "brick" a Samsung device, as there's a protected partition that will almost always allow you to Boot into Download Mode.

Galaxy SNo idea what you're talking about with, "but don't I need to use sim card"?
There isn't really any official download site.
Generally we Flash leaked Firmware.
