So I have a galaxy s9 and it is an American model but I live in Canada and I feel like this is restricting me from updating

Trying to update a US device on a Canadian Carrier's network, is precisely the issue. 

Either use a US SIM or Flash it Manually with Odin.

Odin is a Samsung tool (software) used to Flash Samsung Firmware on Samsung phones. 

You download & Install Odin + Samsung's USB drivers to your computer & put your phone into Download Mode, connect the two & Flash your phone.

As RedDog suggested, use odin to flash Android 10 firmware. ***MAKE sure to take backup using smart switch before flashing new firmware.***

Seeing as how they never heard of Odin, never mind asking about Samsung's USB drivers, along with where / how to download the Firmware.. I'm thinking that they may not be comfortable with the process.
