Galaxy SStay by Resetting all Chrome//Flags to default.
Try Chrome Beta & see if you have the same issue.
Try using SwiftKey, or Google's Gboard keyboard.
In order to troubleshoot issues, you can't have tweaked a bunch of stuff, as it makes it virtually impossible to figure out what you've done.
Finally, what version of Chrome is running on your device?
Chrome was updated for me on May 2nd & ZERO issues.

Galaxy SYes, Chrome Beta is on the Play Store.

Galaxy SGo to Settings > Apps & Search for Chrome > Click on it & then Scroll to Storage & Clear BOTH Cache & Data for Chrome again > Then Click on the 3 Dot Menu Top Right > Uninstall Updates & Reboot.
Don't touch ANYTHING ELSE!!
Don't touch Chrome//Flags!!
Update Chrome from the Play Store.
Go to Chrome's Settings & Scroll down to Toolbar & Take a screen shot & post it here.
Post a screen shot of the version number of Chrome and pop it here.
Don't do ANYTHING in Developer Options either!
