One of the new features in UI7 is expanded folders. The benefit of using them is that apps can be launched with a single touch (as compared to having expand the folder and click the app).
When I first experimented with them, I wasn't a huge fan of the additional clutter. After using for a week or so, I find the convenience far outweighs the clutter. Especially when your muscle memory is remapped to the new quick touch areas. Looks like this:
