Digital Wellbeing (How to install on S9)

I downloaded the Wellbeing file from Apkmirror, as the S10 will have it and someone somehow managed to upload it to apkmirror.com. I was just wondering if anyone knows how to install it without having it say "app is not installed". Can someone also tell me why it says "app is not installed"?
