Galaxy SA couple of things.
Are you using Samsung's One UI Home Launcher?
Did you Grant Storage Permission for the app, Files & Media?
I don't use Samsung's Launcher, but because I wanted to know and provide a helpful answer, I tried it out & the backup does work.

Galaxy SOkay, that COULD be a a bug?
I'm on One UI V4.1 on my S20 Ultra.
One thing that I, and many others do as well, is after any Android version update, we always backup our devices with Smart Switch & Factory Reset.
This may, or may not resolve the issue for you?
The issue could be something that Samsung needs to fix.

Galaxy SNo worries 🙂
Yeah it's the first time that I've ever tried using the HomeUp backup & it DID work for me on One UI V4.1
But if it wasn't working for you on your S10+ and your S21 Ultra then I'm pretty sure that it must be a permissions issue.
I'll check again when my device gets the One UI V5.0 Update 🤔

Galaxy SAnd actually, you don't even have to be using Samsung's One UI Home. Also works with Nova Launcher.

Galaxy SHi DTS, we suggest you to signout and sign in to Samsung account and then try again.
If the issue still persists, we request you to generate error report by following the below steps.
Tap and hold on samsung Members Icon and tap on Error report >> select the category from the below >> Describe the issue and check the option "send system log data" then send.

Galaxy SNot sure if signing out & in will solve the problem, as they had the same issue on two different other devices.
It really sounds like it is a permissions issue.
"I see. Not really looking forward to factory reset but I will keep trying for a solution. Thanks!
PS: Have the same issue with my Galaxy S10+ and S21U both on UI 4.1. Thanks!"
If this was the only device that they had the issue with,, maybe but on 3 different Samsung devices?
