I want the galaxy s9 to read texts to me while the car is in motion and I want to reply.  What app do I use?

Hi lnc1, Please try switching on the Bixby routines by pulling down the notification panel and sliding it to the left. Now, Tap the Bixby Routines icon to switch it on.

I have been going crazy trying to find something that doesn't exist in your above instructions Bixby routines do not exist on the s9 with android 10.

Use Google to read & reply to texts.
ie:

"OK Google - Read my last text".

"OK Google - Send a text to Shaggy".

You need to set up Google with Voice Match & Allow permissions for Notification - But it's pretty straightforward - Especially if you are already using the "ok Google" command - ie: "OK Google - What's the weather like".

I've completely disabled Bixby fwiw.

I realise now that my tone was in poor taste when I ask this question. I am extremely frustrated with the way the galaxy s9 interacts with the bluetooth in my vehicles. as background I have owned a motorola phone for 7 years. the app on the first (a moto x and then a moto z) worked so seamlessly that the only action i had to do was say yes or no to have text messages read to me while i was driving. i did not need to activate or touch anything.

i now realize that other cellphones do not have this feature and i don't know why. it is a life saver.

so thanks for your reply but my quest continues for an that will work like the moto drive app. saying hey google or hi Bixby and touching buttons is not acceptable in the technical age.

Hi Inc1.  I understand your frustration.  These capabilities have to be a part of the OS for the phone.  Google Assistant has replaced Android Auto but neither of them can deliver this simple piece of key functionality you have asked for.  Windows Mobile 10 with Cortana could do it and it sounds like your Moto Z2 Android OS could do it.  Apple iPhone and Siri cant do it either.  The functionality you want is; when you receive a message while driving with your phone bluetooth connected you want it to ask if you want it to read it. For Example: "You received a message from Dave, do you want to read it or ignore it?"  Then if you say "read" it, it reads the message, then asks "Do you want to reply" to which you can say No or Yes.  If you say "yes" it asks "what do you want to reply with?", you say your message, wait 2 seconds, and it reads it back to you and asks if you want to "send" or "redo"  or words to that effect.  It is such a powerful piece of functionality from 2015 that 7 years later you need a Google Car or Apple Carplay to do and even then it is flakey as.  I wonder why?  So, Bixby can partially do what you want.  But you need a Samsung S10 or above.  Dunno about the A series.  Bixby Routine can read out your incoming SMSs (Or other apps messages) but wont allow you to directly reply.  You have to say, "send a message to "Dave"", separately.  But at least it works.  Crazy how such intuitive productive functionality is missing in 2022.
