My car does not have android auto.  Is there a way I can hear my text messages and dictate a message while driving.

Hi, as suggested by RedDogRabbit, Google Assistant can dictate and read the messages loud while your'e driving.

@dsr00 my vehicles don't have Android Auto either, so I use Bixby Routines so that when I connect to my vehicle via Bluetooth, my notifications will read out loud, and my music will play automatically.

Connect your phone to your car's Bluetooth and if your car doesn't have Bluetooth, you can get an FM transmitter and once it's connected you can turn on "driving" mode to read your messages, notifications outloud.
