Galaxy SConnect your phone to your PC using ADB, and enter the following:
adb shell pm uninstall -k --user 0 com.sec.android.app.sbrowser

Galaxy STry looking for Package Disabler in the play store ... disable anything that has the word "bixby" in it.
Or, you can look at XDA on how to find and uninstall other apps.

Just a word of warning, Bixby is pretty integrated into devices, which might make it difficult to remove without affecting the device's usablity/features. You're responsible for anything you do, and won't get any support beyond being told to Factory Reset your device if you mess it up.

Galaxy S"Force stop" is just temporary, and either the OS or a reboot (or other trigger) will start it back up.
