Galaxy SAre you using Samsung's keyboard, or?
Haven't seen this before, (as far as I remember), but if it's from Chrome & not the keyboard, open Chrome's Settings & check to see if these 3 settings are Toggled OFF.

Galaxy STry this:
Go to Settings > Apps and Search for Samsung Keyboard & Click on it > Scroll down to Storage & Clear Both Cache & Data for the app & Reboot.
See if that toolbar is still there.
I'm not sure if this will work, but it's all I can think of at this moment, other than using a different Keyboard, ie: SwiftKey, which is what I use.

Galaxy SWell, it looks like it is coming from Chrome's Settings, but give SwiftKey a try, I'm pretty sure that you won't see it there.. at least I don't, but I also didn't see it when I checked using Samsung's Keyboard.. Only other thing I can think of, is Clear BOTH Cache & Data for Chrome and see if the toolbar is gone.

Galaxy SClick on the number of pages you have open (top right box with a number in it) and it will show you your current pages, with a "+" sign top left, you can open a new Tab with this.
