Galaxy SThe lock screen on my s21 is always too bright even with brightness down all the way and a screen dimmer app. How can I dim the lock screen?

Galaxy SCheck your Settings in Always On Display & Auto Brightness.
You can set it to however bright you want.

Galaxy SWhy would you turn off Facial Recognition??
The Brightness level on my device is set by me, not "auto brightness" & Facial Recognition does not the screen to be bright. It needs to be used with reasonable ambient light.

Galaxy SThe OP never mentioned anything about using Facial Recognition, so maybe yes, maybe not the reason for the Lockscreen brightness.

Galaxy SHi, if you have face recognition on, you can change the brightness in Settings >> Lock Screen and Security >> Face Recognition >> Turn Brighten Screen off.
