Galaxy SOff hand, I don't think that it's possible to do exactly what you want. You can schedule texts to be sent at specific times & dates.
As for preventing texts from being received.. Do Not Disturb is really the only thing you can do.. so long as they aren't in the "exception" group of your Contacts.

Galaxy SK, I understand what it is you're trying to accomplish, but I'm not sure if it's possible..
I know that you used to be able to prevent phones from calling any numbers, except for those that were permitted...but I don't know if that's possible now? It also may not work for texts..
There MIGHT be a a Setting in "Kid's" Mode, but I have never used it before. Try enabling Kid's mode on their phone, and see if there's any settings that would allow you to limit the numbers dialed & received?
