Hi forrestgump, After the Nougat update, the option to access the mobile internet from the notification panel was removed and you can only access it by going to Settings >> Connections >> Data usage >> Mobile data(Toggle on). However, the option is available on the latest Android 10 update.
I think the moderators should have the rights to mark the solution if accepted solution can help others to find the answer from search. I think this is how the knowledge base build.
