All of the world actually has not received it yet....Canada is a prime example....and Canada is NOT the only country who has yet to receive it.
It's important to really see what's causing an issue before getting so worked up about it.

Yup Canada is usually a month behind from when Samsung initially puts out an update. It's not great, it should be like apple in that it goes live everywhere at the same time.
