If it doesn't, then it's likely to be a 3rd party app that isn't compatible with Android 15.

We're sorry to hear you're experiencing freezing issues on your Galaxy S23 after the May security update with One UI 7.
Since you've already taken key steps like wiping the cache partition and performing a full factory reset, the issue may be tied to post-update software conflicts or background app behavior.
Here are a few things you can try next:
Boot in Safe Mode: Press and hold the Power button > Tap and hold "Power off" > Select Safe mode. Use your device normally for a while in Safe Mode. If it doesn’t freeze, the issue is likely caused by a third-party app. Try uninstalling recently added or updated apps one by one.
Check for App & System Updates: Go to Settings > Software update and ensure you’re on the latest patch. Then open the Galaxy Store > Menu > Updates to update Samsung system apps. Also check Google Play Store > My apps > Update all.
If the issue persists, open the Samsung Members app > Support > Error reports and describe the freezing issue. Attach logs right after it happens — this helps our developers investigate more quickly.
