From the posts on XDA regarding the Black Crush / Colour Banding - The reports from numerous people are very positive that this particular issue has been all but mitigated 🙂 Although these reports are from people who have the International Exynos version the solution should be applicable to the Snapdragon variants as well.
This would be very good news as there was some concern that this issue could be a hardware issue & therefore not easily resolved with a software update!

Yeah I'm pretty sure that it's because that's what the Carriers order from Samsung & oddly enough the S7/S7e was the last North American Samsung device to use Samsung's own Exynos chip - The S8 & S9 series for the International versions still use Exynos (Unlocked Bootloader and Rootable) 🐧
