Samsung's built-in video calling requires both devices to be on the same or compatible carriers, and both phones need to support the feature via their firmware and carrier settings.
Please ask your friend to check video calling availability: Phone app > Tap 3-dot menu > Settings > Supplementary Services (or Call Settings) Look for a “Video calling” toggle. If it’s missing or greyed out, their device or carrier no longer supports native Samsung video calls.
If native video calling isn’t available, we recommend using Google Meet, which Samsung now integrates into the Phone app for video calls. It’s more widely supported across devices and carriers.

Galaxy SYou need to Select a Contact & Then you will see the option for Video Calls.
It's not accessed from the Dialer.

Galaxy SI am using Samsung's Default Contacts, but I Sync with my Gmail account.
But it doesn't matter if I use Google Contacts, the same Video call option is still available for me.
