What settings do I need to turn on on my Samsung galaxy s23 if I want to tether it to my computer with USB cable

You need to go to Settings > Scroll Down to "About Phone" >  Software Information & Click on Build Number 7 Times to Enable Developer Options.

Open Developer Options & Toggle on USB Debugging. 

Depending on what you want to do, ie: adb commands, then you would need to download & Install Samsung USB Drivers & Platform-Tools to your computer.
