Gray rectangular bar appearing after every thing i do on my phone

 please help. I have this gray/black rectangular bar that appears after each function And Won't Go Away for so long. It gets in the way of everything and I can't continue till it's gone. I even tried timing it lol but only once and that one time it took 3 minutes but I swear it has felt so much longer.  How do I stop this and I've got a few more problems I'd like to ask if that's ok after I'm done hopefully getting help w this one. Thank you so much! I really appreciate it.

It sounds like the issue related to a system notification or an accessibility feature. Yes, as asked by RedDogRabbit if anything happens if you press on the notification?

Found an information from other forum. Not sure if this suggestion help.

If you go to Settings --> Security and Privacy --> Additional Privacy Controls --> Alert when clipboard accessed

Do you have "Alert when clipboard accessed" turn on? If yes, try turn it off and see if the problem still exist?
