I guess all carriers have their own schedules today for dropping the Upgrade; Bell, Rogers, Freedom, Telus ... no particular times or order?

All OTAs are coming from Samsung's servers, not the Carriers.

so, just out of curiosity, is there a pecking order by carrier of who gets the Upgrade when? just checked and nothing there for my device.

Check your model number of the phone, it needs to have "W" beside the number
