I just switched to Samsung from being a long time iPhone user. 
I text really long paragraphs for work and on my iPhone, it would just keep the full paragraph of my text in the message convo. Today I typed out my first long paragraph and it shorted the form and hid most of it. If I want to read the full thing have to tap into the message to read it all. 

How can i turn this off from the stock messaging app. Also how can I turn of the character count?

S10+ uses normal sms unless you have RCS - via Bell/Android Messages.
RCS is the Android equivalent of Apple's iMessage.
SMS has a character cap, once you reach that cap, it turns into an MMS.

I'm not entirely sure if there is a way to remove the 'Read All' button but I know for sure there is no way you can remove the character count as it reminds the user that the SMS will turn into an MMS once it reaches a certain cap, and MMS does not send unless you have your mobile data turned on.
