Samsung PayOnce you log into your Samsung Account and Sync, everything should be available on your new device.. in fact I think that you can sync up to 5 different devices with the same data.
Could have been a glitch in syncing?

Samsung PayIt's been a while since I got my S23 Ultra, or Factory Reset.. but from my failing memory 😂
I think that I just use Text Verification or my actual passwords..
I'm not sure why you are using OTPs.. unless you forgot your passwords?

We appreciate your efforts in setting everything up again. Yes, OTP codes should also sync. To ensure everything works perfectly next time please check and try the below steps:
Double-Check OTP Backup Settings: Some OTP apps don’t sync natively across devices unless backups are enabled. If your OTP codes are synced through Samsung Pass or another cloud backup service, they should transfer to your new device as long as you log in.
Please ensure Backup and Restore is enabled under Settings > Samsung Pass.
Confirm your Samsung Account is actively syncing with other apps like Samsung Cloud.
If you ever get a chance, try logging in from another synced device to make sure both your passkeys and OTP codes show up. It’s a good way to confirm your setup is solid.
