Can't set up secure folder on S21

I have been trying to set up my secure folder but everything it gets to the creating secure folder page it crashes. I have been on with customer support but they were unable to resolve it. I have cleared the cache, disabled and re-enabled the app. I have soft reset and factory reset the phone and still it crashes. Customer support accessed my phone remotely and did a bunch of stuff but were unable to resolve it.

US & Canadian hardware are identical. 

However, I think that the device's operating system has been tampered with.

Thanks. I am going to contact the third party seller on Best Buy Marketplace and get them to replace it with a new one. It is defective our of the box so there shouldn't be a problem. I wouldn't mind if it was a simple fix but just don't want other problems going forward. Thanks for all your help. I will post an update with the outcome.
