Good day ,hope all is well.
My question 
I have internet access but my wife's phone doesnt . I tried to use the Mobile hotspot/tethering function ,but it does recognize her phone ,but couldn't connect .
I have her on my phone as a recognized device .

Well, if you want to use Bluetooth Tethering rather than Mobile HotSpot, you still have to Pair the two devices, and allow them to connect.

Pair your phone with the other device.

Set up the other device to get its network connection by Bluetooth.

Open your phone's Settings app. Click on Network & Internet > Hotspot & tethering.

Click on Bluetooth tethering.

I'm not sure what steps you have taken so far?

What model device does your wife have? 

You're using Cellular Data & "Allowing" your wife's device to connect with your device?
