Open wearable app>>settings>>notifications>>enable the option when worn on the wrist only.

WearablesYou can go into your settings, apps, watch 4 plug in and disable notifications for "general notification".
But that would also mean that if the plug in had any other notification to send you, it'll be off.
Haven't found any other way to do it.

WearablesOn your phone, go to the Galaxy Watch4 Manager, then Notification categories. There you should be able to toggle off "Watch fully Charged" notification.
