This app was pre-installed on a previous update most likely a security update.  Is this a Samsung app? Why does it require telephone permission?

What do you mean by, "Samsung have apps that don't identify permissions"?

As you've seen, all apps permissions are available to be seen.

App permissions that are required, aren't just there without any reason.

But as I've said before, if you REALLY want to disable permissions for system, or "required" permissions, you COULD use adb or a couple of different apps from the Play Store to disable them altogether.

Phone permission is there for ar emoji so that you can send ar emoji via text etc.

There's nothing nefarious about it.

Text is a SMS PERMISSION. Telephone is for talking and data transmission

Samsung & Google Messaging apps also have Phone permissions. What's your point?

Samsung is debuting new custom emoji options for the AR emoji the company debuted with the Galaxy S9 and highlights on current Galaxy phones, allowing you to customize the AR emoji to your heart's content and you can personalize messages with your emoji.
As the name suggests, app permissions govern what your app is allowed to do and access. This ranges from access to data stored on your phone, like contacts and media files, through to pieces of hardware like your handset's camera or microphone. Granting permission allows the app to use the feature.
