Help: Some phone numbers unable to call me

Noticed an issue with my Note 9 where some numbers are unable to call me. Their call will go through on the network side but my phone won't even show the call unless they leave me a voicemail. They can text me fine.

Tried resetting all settings, factory reset, clearing call history, turning off call spam settings, deleting the number that can't call me and re-adding it, changed sim and nothing has worked so far. I don't have any blocked numbers.

Tried a different phone and it worked so it seems that this issue is with the device.

I'm almost certain this is related to the latest software update that brought my phone to the Nov 1 patch as it was working fine before all this.

Is there anything else I can try?

Call your Carrier & ask them if they are aware of any issues. That's my guess.

Updates almost never create issues, it's almost always just a coincidence when people notice something AFTER an update.

Opened 3 separate tickets with the carrier and determined it's not with them because on their end, the calls are going through my phone just isn't showing it. I seem to receive calls fine if I swap my sim to a different device.

It may not make sense, as you say that the SIM from your Note works on a different device, but I'd get a new SIM from your Carrier & try that.

I can't think of any reason why a Security Patch Update would break anything to do with calls.

It could just be that for some reason, your Note isn't "seeing" the SIM card properly, while it might be okay in another device.

I've tried that as well...both sims worked fine in the different device. I'm stumped lol.

After the last time you Factory Reset, did you restore your backup immediately? 

The ONLY other thing that I can think of would be to Factory Reset & don't restore ANYTHING, & test it. 

It's remotely possible that if you restore a backup, it might be restoring some hard to find setting, which might be inexplicably blocking certain numbers... That or they are pranking you? Definitely weird.

I can't remember if I did that the last time around. I'll give that a shot. Haha, I wish it was a prank. One of the numbers is my spouse so they've been unable to call me for a couple of weeks now.

I guess the other thing I haven't tried yet is to use a difference calling app to see if that works. But thought I'd exhaust all setting options available first.

Different calling app, like Google Dialer, but that shouldn't make a difference. 

Is your phone set to WiFi Calling, if it is, that COULD be the problem?

I think that you've already done pretty much everything that I would have tried, other than not restoring after a Factory Reset & trying a new SIM.

I have the same issue on my note 9 happening with only certain numbers. Changed various settings, called my carrier, etc. and nothing has addressed the issue yet.
