Galaxy NoteI am having the exactly the same issue with my Note 9 where some numbers are unable to call me
one number is of my spouse. And also it started after dec 21 update

Galaxy Notelooks like the issue is with a software update as I checked my history all 3 numbers which I have an issue with not being able to call. They were ok before Dec 21.
also, the new update came today. The issue is still not resolved.
Looks like time to change phone

Tried resetting all settings, factory reset, clearing call history, turning off call spam settings, deleting the number that can't call me and re-adding it, changed sim and nothing has worked so far. I don't have any blocked numbers.
talk to carrier too as when change to another phone everything is fine.
please any help

Just trying to look at this logically, how could an update, any update randomly select one, or even a few different phone numbers & prevent the calls from going through?
Check Dialer Settings for Blocked Numbers, or Contacts not in your phone book.
I've never had issues with calls not coming through, and it didn't matter if I was running Samsung's stock firmware or Custom & even heavily customized Roms, unless I blocked a number, all would get through.
It just doesn't make any sense that a Firmware update would only block a few numbers.

Galaxy NoteTry this: Go to Settings > Apps & Middle Right Click on the 3 dot menu "Show System Apps" & Click on "OK" > Search for "Phone" & Clear both Cache & Data for all 3.
Reboot & get one of people whose calls aren't coming through to call you.

Galaxy NoteThe only plausible explanation, is that something in your settings, or SIM is preventing you from receiving calls from specific phone numbers.
There's nothing in any Firmware update, that could ever selectively block a few numbers. It would either be all, or none.
