Galaxy SWhat app are you using for text messages? I use Google Messages on my S23 Ultra with Rogers. No issues with SMS/MMS or RCS.
You can try Resetting the Network Settings.
Or, Contact your Carrier, as they are responsible for SMS/MMS RCS.

Galaxy SHi, if you are using Samsung messages app, we recommend to use Google Messages instead of preloaded Samsung Messages App.
- Download from Google Play store: Google Messages and set as default.
Also, as said by RedDogRabbit please perform Reset network settings on your device.
Have you tried contacting your network provider to enquire about any known issues with the the signal in your area?
Head to settings > General management > Reset > Reset network settings > Reset settings, although please be aware that this will also reset your Wi-Fi and Bluetooth settings, so you'll have to re-register any routers or Bluetooth devices.
