Circle to search cant work

My friend s 23 ultra can't use circle to search, but he updated one ui 6.1. It says " YOUR ACCOUNT DOES NOT HAVE PERMITION TO USE THIS CIRCLE TO SEARCH "

Some other recommended steps include deleting the Google app cache or wiping cache partition.

I have this problem too but my error is different.  It's  showing: activating circle to search it may take a few minutes no need to stay on this screen. 

But its been two days and still not working.

Maybe your friend didn't allow the necessary permissions for Google Circle Search to work?

OR, they are in a country that limits Google?

Is their device a personally owned device, in Canada, or is it owned by a business, school etc?

Works on my S23 Ultra One UI V6.1

His google account is on Telus email and his samsung account on his own. He done google update and didn't work so he will switch account and put his own on google and i think that was isue. I will update of anything changes
