Galaxy SAs the members above have pointed out, if you are saving the photos on an sd card, the exclamation marks on the photos most likely mean the photos are corrupted. You can try using a computer to read the sd card to see if your images can be retrieved.
Also if the photos are deleted from you google photos and there is syncing between google photos and your gallery, when the photos are deleted, they will sometimes appear with this exclamation mark as it can no longer find the photos.
If none of the above explains your situation I would advice contacting your local Samsung Service Center (http://www.samsung.com/ca/support/servicelocation/) as the issue may be easier to be resolved by physically inspecting your device.
