Contact your carrier they can help.
If it's turned off from connection you can turn on mobile data.

Check and make sure that "Data Limit" isn't on. It automatically disables Mobile Data when you reach a certain amount of usage.

Definitely could be a carrier issue, I would be concerned as this is something you are paying for.
Also make sure your data limit is not blocking it as well.
