Galaxy SGo to Settings > Do Not Disturb & make sure that Messenger is not an excluded app.
ie: I allow two apps to ignore DND Ampere & Wavelet. Remove Messenger if it's there.

Galaxy SSounds like it's a Messenger issue if it's bypassing Do Not Disturb.
There used to be a Setting in Notifications, where you could go to an app, and Toggle ON "Ignore Do Not Disturb", but I think that setting has been replaced with the Setting in Do Not Disturb, where you can allow apps to ignore DND.
Check the Settings in Messenger.

Galaxy SI tried everything, but this works:
Settings > App notifications > Messenger > Silent
Install Macrodroid app. Set up macro: Trigger = Notification Received from Messenger, Action = Media > Play/Stop Sound > select a sound, Constraints = Notification > Priority Mode / Do Not Disturb > Not in mode > Allow Priority Notifications.
