What you are experiencing is not normal. Since you already cleared cache & data for the play store, you could always try booting into recovery and wiping cache, this can often correct strange issues.
You could also check the play store version installed on your phone. If it's a lower version then what you see in my screen shot, go to apk mirror & download the latest version of the play store, if wiping cache from recovery didn't fix the problem.
apk mirror is a safe site to download apps from, it's run by Android Police.

Galaxy SHi wyleib, I suggest you to perform the wipe cache partition and check if the issue got resolved. Please follow the below steps to perform the wipe cache partition.
1. Turn off the device.
2. Press and hold the Volume Up key and the Bixby / Power key.
3. When the Android logo displays, release both keys.
4. An 'Installing system update' message may show briefly before the Android Recovery menu options appear.
5. Press the Volume down key several times to highlight Wipe cache partition.
6. Press Bixby / Power key to select.
7. Press the Volume down key to highlight Yes, then press the Bixby / Power key to select.
8. When the process is complete, Reboot system now is highlighted.
9. Press the Bixby / Power key to restart the device.
