Galaxy SSounds like the repair wasn't properly done.
As you said the issue started after the repair, I'd go back to the store.

Galaxy SHi, I request you to please follow the below steps once and check again.
Here is the path:
Power the device off.
Press and hold the Volume Up key and the Power key.
Navigate with the Volume keys to the wipe cache partition option and press the Power key to select.
Performing a wipe cache partition removes any temporary files that may be causing an issue with the device.
If the issue still persist after performing the above steps then I request you to please visit the service centre again and get it fix by the technician.

Galaxy SWiping Cache isn't going to do anything for this issue. Maybe Resetting the Network connection might, but it was likely done when the device was in for repairs.
1 + 1 is still 2 and there is no such thing as coincidence. Device had a broken screen, was sent in for repair, and now they are getting "waiting for network".
Fragmented files would not cause this, so Wiping Cache won't fix it.
