How can I add more user accounts to my Galaxy samsung s24

Go to Settings > Accounts & Backup > Manage Accounts & Scroll down to the bottom & Click on the "+" to Add Accounts to Google, Samsung or whatever.

Not working because want add a new user

You can't add a new user, just new accounts. 

I have a few Google Gmail accounts with no issues.

But I only have the one Samsung Account.
