I received my s23+ on February 8th and can someone explain what is learning usage patterns is when I charge my phone shows how long left to be fully charge once I remove it goes back to learning usage patterns

Learning usage patterns is the AI learning process of the phone. This will take about a week to learn your usage pattern. The phone will use your usage pattern to save your battery automatically, ie, turn Wi-Fi on or off when it knows you might not not using it...etc.

After learning patterns, your phone battery should last longer than right now.

All normal. Example, You will get random notifications saying that certain apps will be put to deep sleep because you haven't used them in a while. That's part of the learning usage patterns. The phone is learning how you use the phone and will optimize it for you. Once it has finished learning, that message of learning usage patterns will disappear and give you optimal battery life. Battery life has been amazing on my S23U so far.
