Galaxy SThe Play Store goes by version numbers, not months. I think that you might be thinking about Play System Update?

Galaxy SPlay System Updates come from Google, and there's been at least a year long issue with Play System Updates from Google.. Both my S20 Ultra & S23 Ultra are stuck on the November 1st Play System Update..

My S23 is at November (which was the latest until recently, Google skipped December).
The current issue probably has to do with the pulled January release. Google started rolling out the January release of Play System, but they paused the roll-out when storage issues with Pixel phones surfaced.
People who were already on the November 2023 update on older Samsung devices (like S23) report that they also cannot get beyond July 2023 after a factory reset.
So when pausing the January 2024 rollout, Google probably did not re-activate the previous versions. July 2023 is most likely the version that Android 14 originally shipped with.
At any rate, Google has fixed the January update and is rolling it out again. But it's a staggered roll-out, so only starts with a small number of devices. If it's anything like previous Play System updates, it'll roll out over the coming weeks.
