Galaxy SAll things being equal, your S23 should have received the One UI V6.0 Stable update, with the October Security Patch.
Samsung started to release the update last week, and as has already been posted, there was a problem with the Stable version of One UI V6.0, so the release was halted.
Samsung has REALLY improved the speed of it's Android version updates, but I think that maybe they were a little to optimistic in trying to release the update before the end of October.
Remember that Google only just released it's Stable version of Android 14 to it's Pixel devices October 4th. Samsung has to take the plain Android OS, and build One UI with it.
It used to take MONTHS to get Samsung's version of the latest Android version they really have improved... no matter how mad you may be, I think that eventually you might even agree. 🕊️

Galaxy SAs has been stated, multiple times now, the October Security Patch was expected to be released with the One UI V6.0 Stable release.
Samsung has 90 days from when Google provides the Security Bulletins. It is the agreement that Google has with all OEMs running Android.
Your phone is not going to blow up / get hacked just because you are on the September Security Patch.
