Galaxy SThey are almost certainly being generated by a Free app downloaded from the Play Store, or if you are seeing them using a Web Browser, generated by the sites you are visiting.
Uninstall the "free" apps & Install Ad Blockers for Web site browsing.

Galaxy SI just installed 1 game and I keep on installing and Uninstalling same game.
But this time there were ads
Besides that game I didnt installed anything.
So should I delete that game ? I'm not sure it will remove ads but I can try

Galaxy SThat "cleaner" is the popup you are referring to?
Don't ever install any so called cleaner apps, they are almost always loaded with malware / spyware
I'm sure that you know that, but just want to reiterate it.

Galaxy SA Factory Reset would likely work, but if you Restore a backup, you may also restore the source of the Popups.
Finding the source of the problem, is probably a better solution.
You could also try using GoodLock's NotiStar, or Nice Catch to identify the source of the Popups.

Galaxy S1. When the ads pop up
2. Do a screenshot
3. Open Gallery -> Screenshot
4. Swipe up on that newly screenshot image
5. See the filename
6. It should read Screenshot_datetime_appsname.jpg.
7. Now you know from which app, uninstall the app.
8. If it is from web browser, you may need to uninstall plugins.
Try above and see if this works for you.

Galaxy SSo if I'm using discord and ad pops up and I took ss , it will show discord.jpg
And if I'm idle on home screen and ad pops up
File name is one ui.jpg
So it's not showing name of app that is creating problem
