I noticed my s22 ultra never goes below 60 hz even when I'm reading or just looking at a picture. They said it could go upto 1hz fro 120 but lowest my phone goes is till 60 that too when m unblocking the phone and then it stays on 120 even if I'm looking at pictures or screen is idle. Any idea?

Try the app Galaxy Max Hz (not on the Galaxy or Play Store. The APK can be found on google easily.)
It allows you to choose the min and max refresh rate. You can even set a lower refresh rate for the Always-On Display. It works well.
However, I don't know why Samsung made the choice not use lower refresh rates. It's a mystery to me..

Yeah i tried this app but it did not scale down below 60hz. It takes it down if i manually set it below 60

Oh, it's possible... I haven't used it for several months now.
Strangely, it seemed to be better for a while: I was seeing 48 Hz frequently (when I checked!). But right now, it behaves like you said...

I'm actually having 24 Hz right now (as soon as I don't touch to the screen)
I had tried both ADB commands and Galaxy Max Hz. Maybe the phone kept those parameters. 🤔
