S23 ultra apps are unresponsive after update

After updating to the new UI for December patch majority of my apps do not work. Apps such as amazon doesn't work, snapchat, Costco the list keeps going. If I get the app into the secure folder it works which makes no sense. The best part is most of my account such as outlook and Samsung does not want to sync into the cloud. 
I have already tried to wipe cache but that didn't work, repair all as well didn't work. 
I have way to many files to back up but can't even do that. Any suggestions aside from wiping my phone?

You said you tried wipe cache. Are you wiping app cache? Or go to recovery mode to do a wipe cache partition?

Also, try go to Google Playstore and try checking for app updates. Maybe app compatibilty issue.

Sounds like they were in Recovery, as they saw "repair" option. So I'm guessing that they Wiped Cache from Recovery.

Definitely sounds like something is messed up. Zero issues with my S23 Ultra after the December Security Patch OTA. 

I'd suggest Booting into Safe Mode, but that would disable 3rd party apps, so there's no point in trying that, and since from what you said, it sounds like you Booted into Recovery & Wiped Cache.. and that didn't help,.. if it was my device, I'd Factory Reset. 

Google backup, Smart Switch backup etc, doesn't exactly backup the installed apps, they backup the app's stub, so that when you Restore your device, it knows what apps to restore. It also does not backup app Data.

Anyway, better to bite the bullet and Factory Reset.

@dilaksan, after upgrading to UI 6 last year, I had issues of higher power consumption, and the app didn't work such as Starbucks, which had the exact symptoms as you have.
I did wip out cache partition in safe mode, that fixed the power consumption issue but not the app issue.
By following instructions searched in Google, I fixed the Starbucks App issue. Procedures are : 1. Keep the current app in the secured folder, 2. Install the app again in the non-secure folder. Technically, there are two individual copies of the app installed onto your phone. 3. Open the newly installed app from the non-secured folder, and make sure it works. 4. Then, you can delete the app from the secured folder unless you could leave the copy of the app there.
