Galaxy SDepends on what is important to you.
Some of the changes are just "interesting", some have real world improvements.
For me the most notable improvement is the peak brightness going from 1750 nits to 2600 nits, but that's only useful if you spend a lot of time outside in the sun.
If you were coming from the S20 / S21 series then I'd say definitely. Coming from the S23 Ultra, nope.
Some of the Firmware / Cloud based AI is likely to make it's way to the S23 Ultra.
Titanium frame is "cool", but depending on how often you throw your device.. it's not really going to change your life.
If it's going to cost you more than a couple hundred dollars, I wouldn't.
Here's a side by side comparison from GSM Arena.

Galaxy SI didn't watch the presentation yesterday, but, (and possibly unfairly) I'm thinking that A.I. at this stage might be a bit of a gimmick, from a hardware perspective, there's virtually no significant difference between the S23 Ultra & S24 Ultra. There's pros & cons regarding the camera (I'm not swayed by cameras in any way).
I held out on getting the S23 Ultra for a long while (hoping against all odds to see an external sd card on the S24 Ultra), but in the end I got a great deal on the S23 Ultra, no one here likely cares about 7 years of OS Updates vs 5 years or whatever it is (although that was a factor in my getting the S23 Ultra, as my S20 Ultra is stuck on One UI V5.1).
Objectively is the S24 Ultra a better device than the S23 Ultra, yes, but not likely in ways that the consumer will really notice. How I think that the S24 Ultra is objectively better.
- Titanium from ✔️
- Gorilla Glass Armor ✔️
- 2600 nits peak vs 1750 nits peak✔️
- Device based A.I.✔️
The rest is effectively the same, with some of the S24 Ultra tweaks coming to the S23 Ultra soon enough. Performance differences between the SM8550 & SM8650 is likely to be imperceptibly better.
I'm easily getting 7+ hours SOT now, don't know how much more I'd get with the S24 Ultra?
Is it worth the difference in cost? Not for me.. I had briefly thought about selling both my S23 Ultra & S20 Ultra to get the S24 Ultra, and I would have in a heartbeat, if it had an external sd card slot.
Anyway, my random thoughts on the subject 🦉

Galaxy SI can't disagree with anything you said. I used to get a new device every year, until the S21 Series removed the external sd card slot. It was just the convenience of doing weekly backups to the external sd card, now I have to use a 256 Gb OTG.. I do the Cloud backup to Google, but I don't really trust it as much as a "hard" backup.
