Samsung Galaxy S23 Ultra - Whatsapp can't send videos

My Samsung Galaxy S23 Ultra 512GB unable to send video via Whatsapp v2.23.21.85. 

1. Can't send videos that record directly from Whatsapp
2. Can't send videos that recorded from phone camera.
3. Able to send videos with HD quality in Whatsapp only

Videos were all recorded with .mp4 without HEVC (High efficiency videos, High bitrate videos and HDR10+ videos all been disabled)

I have facing same problem, even reinstall WA, clear cache, restart phone, update WA version, update phone setting, reset camera, reset network settings also cannot

Hi, I request you to please "Back up" the data and perform Factory reset on the device by using the below links and check.

Open settings>>General management>>Reset>>Factory reset.

Same, also facing this issue once whatsapp Update. Still no resolution to fix this?

Edit: for now. Need to set video to HD format before send.
