Galaxy SThe reason why your US S9 has a Locked Bootloader, has nothing to do with Google, Google doesn't care if you are able to Root your phone.
If you want to disable Google apps on your device, you could just use adb, that doesn't uninstall anything, only disables from view.
The only Dev that I know of who has managed to unlock some of the more recent Samsung devices, is Elliwigy.
You could sea for "Elliwigy XDA", and you'll find some more information, but I'm not sure if his method (Paid), is available for the S9 device.
Don't know what "new form", you think that you'd be able to Flash that doesn't have Google apps as part of it??
Every Custom Rom I ever Flashed, had Google apps baked in.
Also, this is the Canadian Samsung Members site, in case you didn't know.
But if your sole objective is to get rid of Google, I'd advise against it.

Galaxy Sthanks for you reply, are you serious about google apps coming with any of the ROMS that are available to flash? why you advise against getting rid of Google? you must like being spied on all the time cause they have trackers embedded in the firmware

Galaxy SPlay Store & Google Services have been in every single Custom Rom that I have ever Flashed.
With a Rooted device you can either freeze or uninstall whatever you want, but there's practical reasons for having some Google apps installed. Aside from almost all of the paid apps requiring the Play Store, so that the Devs can get paid, yeah there's some other way, like Patron, but I'd say that 99% of the Devs use the Play Store.

Galaxy SHave you ever heard of a DeGoogled Phone?? they have been developed and tested. its Linage OS. F-DROID has app store for APK, Also look up E.Foundaton/ they have some phones that have been sold out as fast as they can get them, another real good guy that knows his stuff is Rob Braxman, Hes asian guy from california, he also sells the Google Pixel that he has completely degoogled and you get you apps on the F-Droid playstore..
Don't get me wrong, i know nothing about this stuff and not saying i am a know it all cause im not . But with that said i have done my research about the possibility of this. I just want my Privacy, Rob Braxman is the privacy guy and i believe that we deserve the right to not be SNOOPED on by Google. it wont be long before Google sells their data to the Goverment.

Galaxy SLineage OS is the successor to CyanogenMod, and pretty much all Custom Roms are based on AOSP (Android Open Source Project), which uses Google's OS as a base. There's also several Custom Roms that are based on other OEMs, like even using Samsung's stock firmware.
"Degoogled", isn't an actual specific OS, it's almost always Custom Rom Devs, and while most are pretty decent people, they don't have to follow any of the privacy laws that OEM's, even Google have to follow.
While you might not like Google as a company, it still has to adhere to privacy regulations. That's not true for open-source ROMs potentially created by bad actors going after your data. LineageOS and microG are sufficiently peer-controlled, thanks to XDA for the most part, but there's no guarantee. Be aware that you could always fall for someone shady when you're tinkering with your device, and that the risk is greater the more obscure the ROM you choose is.
While I get privacy concerns, at what point do you turn a "smart phone" into a rock?
It's kind of like someone who disables location on their device, but then finds that Maps, or even the weather apps become useless.
I'm very comfortable with my activities on the Internet, and I'm sure that any "snooping", would be pretty boring for any government agencies.
There are ways, even with a "box stock" Samsung device to significantly reduce the access to your information, by denying whatever permissions you want, without Root, but I still want to be able to use my device to serve my needs, and I don't really care if Google figures out what restaurants I go to.
If you're using credit cards, there's already a ton of personal information that's been flying around for analytics.
