Galaxy SThe VM Notification is coming from your Carrier.
Since you checked your VM, it should be gone. As it is still there, I'd contact your Carrier & ask them to clear it for you.

Galaxy SIt happens on my phone too, and the notification will only go away when I call/check my voicemail by clicking on the notification/dialing directly from the voicemail notification. If I use my dialpad to press "1" for voicemail, the notification won't go away. I'm with Fido

Galaxy SI'm with Rogers & Long Pressing "1" and checking has always cleared the Notification for me.
Either there's a message still in the system, or Contact your Carrier to ask them to clear it.
